In the beginning of the song “Fight The Power” by Public Enemy (yes I know it’s old). who is it speaking?

Something to the effect of “Yet our best trained, best equipped, best prepared troops refuse to fight. Matter of fact, it’s safe to say they’d rather switch, than fight.”
Sounds vaguely like Martin Luther King, Jr, but not quite.
